National Assembly Speaker Moses Wetang'ula, National Intelligence Service (NIS) Director General Noordin Haji, former Makueni Governor Professor Kivutha Kibwana, former Solicitor General Kennedy Ogeto, and several prominent lawyers are among 54 advocates who have been recommended for conferment of the prestigious Senior Counsel (SC) rank in the 2025 selection exercise, signalling recognition of their exceptional legal expertise.
Also recommended are renowned legal practitioners Patrick Lutta, Ambrose Rachier, Katwa Kigen, as well as Independent Policing Oversight Authority (IPOA) Chairperson Ahmed Isaack Hassan.

The recommendations reflect both a diversity of experience and a commitment to professional excellence in Kenya's legal fraternity.
The Committee on Senior Counsel, chaired by Senior Counsel Philip Murgor, conducted a rigorous and competitive vetting process. The exercise followed a national call for applications on September 2, 2025, in accordance with the Advocates (Senior Counsel Conferment and Privileges) Rules, 2011 (Revised 2017).
A total of 105 advocates applied for the highly sought-after title, which recognises outstanding contributions to legal practice and jurisprudence.
Other members of the Committee include Joyce Majiwa, SC, Ahmednasir Abdullahi, SC, Catherine Ochanda representing the Attorney General, LSK President Faith Odhiambo, Supreme Court Judge William Ouko, Court of Appeal Judge Gatembu Kairu, High Court Judge Nduma Mathews Nderi, and Law Society of Kenya representatives Chrispine Maondo and Wanjiru Ngige.
In a statement, the Committee emphasised that the selection was guided by "rigorous evaluation in line with the law and established professional criteria."
It noted that candidates were assessed on their legal acumen, integrity, and contribution to the development of jurisprudence in Kenya.
The conferment of the SC rank is considered a mark of distinction in the legal profession, often recognising advocates who have demonstrated exceptional skill, ethical practice, and influence in shaping the country's legal landscape.
The list of recommended advocates is expected to be submitted for final approval, marking the next step in recognising Kenya's leading legal minds.
